Method

Four steps. Then the number is public.

Nothing is added to the register by a visitor. The officer submits, the server hashes, and the seal is a separate act.
  1. 01

    Submit

A visitor files the document under a report number. PDF, PNG, or JPEG, up to 4 MB. The number is refused if it is already on the register.

  2. 02

    Hash

SHA-256 is taken from the file bytes on the server. It is not typed in. A changed file will not match.

  3. 03

    Check

The officer reads the supply, the custodian lines, and the reporting minute. Until then the file is only submitted. No seal.

  4. 04

    Seal

The officer writes a name, a title, a date, and a note, draws a signature, then generates once. That applies the seal and a digital signature of the file hash.

A reader downloads the file and hashes it again. The digest on the page has to match. If it does not, the file is not the one that was sealed.
